Job Description

Job Summary  
The Program Manager is responsible for the day-to-day operations of assigned programs, including staff supervision, budget management, achieving program performance, quality assurance and outcomes. Ensures assigned site is maintained, all safety standards are followed and all equipment is in operating condition. 

1. Provides strategic leadership and on-site management to program staff; participates in strategic planning and works towards successful completion of annual goals and objectives for programs and WCD.
2. Develops and maintains relationship with founder, stakeholders, businesses and the public, to ensure growth, development, and success of assigned programs.
3. Responsible for the upkeep, cleanliness and safety of the assigned facility, addressing any maintenance need in a timely fashion and ensuring that the all equipment is operation.
4. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding, developing and disciplining employees; addressing complaints and resolving problems.
5. Monitors participant records, data gathering, and reporting systems according to founders, CARF and organizational standards. Ensures accurate and timely data entry and reporting.
6. Develops and maintains program operating procedures in accordance with departmental and organizational policies and procedures. Ensures safety procedures are observed throughout all programs and service locations. 7. Prepares program progress and performance enhancement reports based on program specifics. Responsible for achieving program and service goals as defined by funding contract and GSC.
8. Develops and manages budgets to ensure revenues and expenditures are within budgetary norms. Ensures expenses and participant-related costs fall within funding and organizational guidelines and policies
9. Participates in Continuous Quality Improvement (CQI) efforts and leads CQI implementation. Handles concerns and complaints to ensure satisfaction of all stakeholders.
 10. Negotiates terms for Memorandum of Understanding (MOUs) for complementary, strategic collaborations and partnerships that offer training, wrap-around, and supportive services to program participants for review and approval by Regional Director or VP WCD.
11. This position requires local some travel (25% to 50% of the time)
12. This position supervises 6-12 staff. 

1. Bachelor's degree from a four‐year college or university in Project Management, Education, Psychology, Social Work, or related field required.
2. Master's degree or equivalent preferred.
3. A combination of training, education, and experience may be considered in lieu of a degree.
4. Knowledge of WIA, DOR, OMB circulars, legal and ethical requirements.
5. Knowledge of budgeting process.
6. A valid CA driver's license and state-required auto insurance is required. Driving record must be acceptable by the company’s insurance vendor.
7. Excellent written and verbal communication skills; highly skilled presenter.
8. Bi-lingual fluency (e.g., English/ASL, English/Spanish, etc.) and ability to understand another culture as required by the program or local community highly desired.
9. Able to work with minimal supervision. 

1. Minimum of 5 years nonprofit managerial and supervisory experience.
2. Minimum of 3 years workforce development program implementation experience.
3. Experience in implementing programs serving persons with disabilities and other populations facing barriers to employment; ADA knowledge required.
